Last night on the floor of the Arizona House of Representatives I attempted to bring a motion to immediately introduce legislation that would fully ban abortions in Arizona.
Majority Leader Ben Toma and the rest of House Republican “Leadership” fought it with more vitriolic fervor than I’ve ever seen them exert on Democrats.
In fact, let’s compare “Leadership’s” very different (and very disappointing) responses to two unscheduled motions that occurred on the House floor in the last 18 months.
In 2021, Rep. Michelle Udall joined with Democrats to stab the Republican caucus in the back by introducing a motion to give taxpayer subsidized university tuition to illegal aliens. Leadership even admitted after the fact that they knew in advance that she was going to do it. How did “Leadership” respond?
▪️Speaker Rusty Bowers feigned soft spoken surprise and did nothing to oppose her motion
▪️Majority Leader Ben Toma quietly snuck out of the House chamber and left the premises before the situation went down, so that he could say he “wasn’t there” for it
▪️Others in leadership generally just threw up their hands and acted like there was nothing that could be done to stop her motion from succeeding
Contrast that with what occurred last night…
I prepared a motion, in concert with the House Clerk’s Office (to ensure that it was in proper form), for the purposes of late introduction and consideration of a measure to “fully ban abortion in the state of Arizona” and that it be voted by the chamber on the third consecutive day. Someone informed “Leadership” of my intent to make the motion in advance. How did “Leadership” respond?
▪️I was warned by one member of “Leadership” not to do it and that they wouldn’t support it if I did.
▪️Speaker Bowers refused to recognize me to speak and instead proceeding directly to Committee of the Whole (COW). (Note: This is within the prerogative of the Chair’s power; however, seldom done. This was an intentional attempt to block the pro-life motion.)
▪️Rep. Mark Finchem, who was brought up to chair COW, refused to recognize me also, which forced Rep. Parker to object and demand a vote to overturn Finchem’s decision not to let me speak.
▪️Majority Leader Toma became so enraged that he was shaking and screamed at me on the floor of the House about how he’s “more pro-life than [I’ll] ever be,” and that our attempt to save tens, possibly hundreds, of thousands of babies lives who will be snuffed out by abortion under our current law was a “political stunt.” He also repeatedly screamed “count to 31 Jake” implying that because we didn’t have 31 Republican members there the motion was doomed to fail. Apparently Toma is unaware of our House Rules because my motion did not need 31 votes to succeed. It simply needed a “majority of those present on the floor” to succeed. For reference, Republicans last night outnumbered Democrats with a cushion. The Sergeant At Arms informed me after the fact that he had begun making his way across the floor to intervene because he was worried Toma was going to punch me.
TO RECAP THESE TWO VERY SYNONYMOUS PROCEDURAL SITUATIONS:

Bowers acted surprised when he wasn’t and did nothing to intervene. Toma left the Capitol so he could say he wasn’t present and wouldn’t be blamed.
Protecting Life in the wake of Roe v. Wade being overturned:
Bowers tried to block the effort and Toma became so enraged that he screamed absurdities and at least one person thought he was going to physically assault me.
It truly never ceases to amaze me how hard Establishment Republicans will fight the conservative members of their own Party. If only they would direct even a fraction of that same energy toward Democrats, America would not be in the mess we’re in now.

In light of the landmark Dobbs ruling and the overturning of Roe v. Wade I can think of very little worth fighting for as much as the innocent children that we now have the power to protect. It breaks my heart that we will have to wait until 2023 now to introduce the bill to save those babies lives that we could’ve introduced last night with a simple majority of those present on the floor.

Conservatives in the AZ House tried to protect against this at the end of the last legislative session by trying to introduce a late introduction bill to codify the pre-statehood abortion ban into current statute.

I have heard from some grassroots who are worried about the Speaker’s race in DC. They’re essentially asking: “What are the Republicans doing?! They’re at risk of losing their agenda and ability to hold Democrats and Biden accountable.”
Here’s my response to that:
The GOP cannot accomplish anything legislatively with the Democrats controlling the Senate and White House, so the only agenda that’s on the table for House Republicans is blocking bills and oversight.
McCarthy wants rules for the House that would make him effectively the dictator with total control of all oversight, investigations, and subpoenas. No power to anyone but the Committee Chairs… people that he alone appoints and controls.
Conservatives rightfully don’t trust McCarthy. He has a track record of lying, vindictiveness, and going back on his word. They know he is likely to quash, or neuter, all serious and meaningful investigations.
To accomplish anything, the House needs vastly revised rules and a trustworthy Speaker. There is no rush to get on with “our legislative agenda” because nothing worthwhile will get passed through the Senate or signed by the President. Taking the time to elect the right speaker is the only hope of achieving meaningful oversight in the coming 2 years. It’s also just simply the right thing to do.
House conservatives are being smart. There are a lot of people qualified to be Speaker. Coronations are not the American way.
On a side note, the “messiness” of actual debate on the House Floor is something we should see more. It’s how the process is supposed to work.
I’m proud of the 20 courageous conservative patriots who are refusing to cave to the swamp.

Arizona Freedom Caucus Chairman, Senator Jake Hoffman, said the following:
“Arizona children deserve the highest quality education America has to offer. Sadly, they’re receiving far from it at the hands of government-run school districts. At a time when the Republican-controlled legislature is appropriating historically high education funding, test scores continue to plummet. In the latest publicly available data, only 28% of Arizona eighth graders are proficient in reading and only 32% of eleventh graders were able to pass the state math assessment. Adding insult to injury, these catastrophic failures of government school districts are disproportionally hurting low-income, minority, and middle-class Arizonans.
As every parent knows, there comes a time when you have to say enough is enough. Until systemic reforms to fix these harmful conditions for Arizona students are enacted, we must say enough. The Arizona Freedom Caucus stands firmly on the side of parents and families to demand change. We will not sit idly by while the system continues to fail students. PHOENIX, ARIZONA— Last week, the Arizona Freedom Caucus announced its opposition to overriding the voter-approved Aggregate Expenditure Limit (AEL) unless systemic reforms are made to benefit students, families and teachers.
"With 72% of Arizona eighth graders failing to read proficiently and 68% of 11th graders failing to pass the state math assessment, it is undeniable that the system is broken," said Senator @JakeHoffman.
"Continuing to give billions of taxpayer dollars into a system that is failing the students without also addressing critically needed reforms is irresponsible and serves only to hurt the children of our state.
Sadly, Katie Hobbs isn’t merely asleep at the wheel. Through her deafening silence, she is complicit in the systemic failures that are hurting Arizona children. Her decade-long refusal to step up and address this issue has clearly shown that she is more concerned with pleasing her Union handlers, than she is defending children.
We cannot allow this destruction of our children’s future at the hands of the government any longer, which is why the Arizona Freedom Caucus is standing with Arizona parents to demand that Katie Hobbs support the following reforms that benefit students, families, and teachers."
Classroom First Funding
Dollars should flow to the classroom first. Period. It’s what teachers and students need, and it’s what parents and taxpayers expect. Unfortunately, districts and school boards are failing to implement smaller class sizes, increase teacher pay, properly fund school supply budgets, and the like. The students, teachers and families of Arizona deserve better. It’s time to fund the classroom first.
Back to the Basics for Student Success
Schools are failing children when it comes to properly teaching them the basics that they’ll use throughout their entire life. It’s time for Arizona schools to prepare students for the real world by focusing the overwhelming majority of their instructional time on the core subject areas of reading, writing, arithmetic, science, and history, in an effort to prepare Arizona children to build happy, successful, and prosperous lives after 12th grade.
Empowering Parents Through Academic Transparency
Parents should be in the driver’s seat when it comes to their child’s education. It’s time for total academic transparency, so that parents aren’t just a passive bystander, but an active partner in everything their child learns. Simply put, it is a parent’s right to know what’s being taught to their children—every lesson plan, classroom assignment, classroom activity; all of it.
Parent Trust & Empowerment
A government-run district should never hide things from parents about their own children. Doing so is wrong and deceitful. The government has no right to hide critical information about children from their own parents.
Transparency in District Finances
It’s time to open the books. In the 21st century, parents, teachers and taxpayers should be able to see exactly what a district's real spending priorities are. Every expense, in real-time.
Protecting Children from Political Indoctrination
Parents do not send their children to school so that they can be indoctrinated with fringe political ideologies like critical race theory, gender confusion ideology, comprehensive sexuality education and other similarly harmful, partisan propaganda. It’s time to get back to teaching Arizona children how to think, not what to think.

Dollars should flow to the classroom first. Period. It’s what teachers and students need, and it’s what parents and taxpayers expect. Unfortunately, districts and school boards are failing to implement smaller class sizes, increase teacher pay, properly fund school supply budgets, and the like. The students, teachers and families of Arizona deserve better. It’s time to fund the classroom first.
Back to the Basics for Student Success
Schools are failing children when it comes to properly teaching them the basics that they’ll use throughout their entire life. It’s time for Arizona schools to prepare students for the real world by focusing the overwhelming majority of their instructional time on the core subject areas of reading, writing, arithmetic, science, and history, in an effort to prepare Arizona children to build happy, successful, and prosperous lives after 12th grade.
Empowering Parents Through Academic Transparency
Parents should be in the driver’s seat when it comes to their child’s education. It’s time for total academic transparency, so that parents aren’t just a passive bystander, but an active partner in everything their child learns. Simply put, it is a parent’s right to know what’s being taught to their children—every lesson plan, classroom assignment, classroom activity; all of it.
Parent Trust & Empowerment
A government-run district should never hide things from parents about their own children. Doing so is wrong and deceitful. The government has no right to hide critical information about children from their own parents.
Transparency in District Finances
It’s time to open the books. In the 21st century, parents, teachers and taxpayers should be able to see exactly what a district's real spending priorities are. Every expense, in real-time.
Protecting Children from Political Indoctrination
Parents do not send their children to school so that they can be indoctrinated with fringe political ideologies like critical race theory, gender confusion ideology, comprehensive sexuality education and other similarly harmful, partisan propaganda. It’s time to get back to teaching Arizona children how to think, not what to think.
