In reality, much like Trump, Reagan always offered a lot of bluster in situations like this, but provided very little in the way of meaningful action.
Trump’s foreign policy was incredibly week whenever anything more than a tweet or a PR stunt was required of him.

There are no documented case reports of blindness from the procedure.
Of course, there are certain people who suffer very rare complications, usually related to operator error on the part of the ophthalmologist or some unforeseeable genetic issue. Thankfully however, the vast majority of these complications are curable.
There was a big negative PR campaign against LASIK in the media a few years ago. My guess—and it's only a guess—is that this negative PR campaign was funded by a major player in the prescription lens business. Kind of like the great vaping scare of 2019, which was funded by big tobacco companies.
