When the US government decided that they wanted Wikileaks stopped, they created a fake rape allegation against Julian Assange in Sweden—making him a fugitive.
Of course, the rape charge was dropped as soon as MI6 and CIA operatives had the green light to rip him out of the Ecuadorian Embassy and hold him under indictment for alleged violations of The Espionage Act.
Around the same time, when CIA wanted a new head of the IMF, they created an accusation of rape by a hotel maid against Dominique Strauss-Kahn. He was acquitted in US court. They charged him again in France, but this time with pimping, and he was again proven innocent.
There have been many similar situations over the years.
