WW1 and WW2 were mass numbered wars, lots of people fighting and full mass production. These days instead something like 16.000 mercs in Ukraine is an insane number of people. Modern wars got stupidly tactical, and behind every single soldier there is an immense personnel: from maintenance of assets, drone operators, radar technicians, to extensive intelligence networks (Consider Club de Berne, 5 Eyes, CIA, MI6...). Also a single platform (be it a tank or jet) can cost millions, so you can't be stupid
