Long-burning lamps, phosphorous mixtures, electric illuminators, and fluorescent paint were used to illuminate buoys. Illuminated as best they could, but we are interested in the mercury.

"...Illuminating device. The operating principle is based on generating electricity by driving mercury in a high vacuum or high voltage gas. The movement of the buoy causes the mercury to move through the tubes in a circle and generate enough electricity to make the tubes glow."

I.e., the mercury inside is liquid, so it's not a discharge lamp. The tubes glow only by the movement of the mercury inside them.

Personally, I have never heard of such properties of mercury and I have never seen such a thing on the Internet. But here is a scientific article - mercury glows, light is released, there is electricity.
