🚨EXCLUSİVE INFORMATION

The preparations for the U.S. withdrawal from Iraq and Southern Kurdistan are rapidly reshaping the balance of power on the ground.

The most notable development during this process has been the release of several ISIS members from prisons in Erbil (Hewler) and Duhok, which are under the control of the KRG. According to information from the field, approximately 300 ISIS members were transported to Kirkuk and Mosul in private vehicles on September 25, 2026.

This information has been corroborated by multiple independent sources on the ground, and on September 30, 2026, the Iraqi television channel KANAL1 also reported the news. According to figures provided by the channel, 152 ISIS members from Erbil and 108 from Duhok were released on September 23, 2026, and subsequently transported to Altun Kupri (Altın Köprü). It is significant that this move by the KRG has coincided with the U.S. withdrawal process.

THE REPOSITIONING OF ISIS ALONG THE KIRKUK–MAKHMOUR–HAWIJA AXIS: The return of these released ISIS members to the field is being tangibly felt, particularly along the Kirkuk–Makhmour–Hawija–Dibis axis. Reports from the ground indicate that ISIS is reorganizing in these areas through the formation of clandestine cells:

In Erbil, a group of ISIS members was handed over to security forces by the KRG. Behind the Qarachogh (Qareçox) Hill in Makhmour—near a cement factory linked to Nechirvan Barzani—cells consisting of 5–10 individuals have been identified.

On September 13, 2026, in the Pirde (Altun Kupri) region of Kirkuk, ISIS members raised their flag and attacked a checkpoint, resulting in the deaths of two Iraqi soldiers.

An attack was carried out against Peshmerga forces in Sergeran. Two Peshmerga fighters were killed, though the incident was not reported in the press.
ISIS activity involving motorcycles has been observed in Kani Xezal.

A significant ISIS presence has been detected along waterways in Dibis and Hawija.

ISIS cells are active in the Sultan Abdullah region.

ISIS members arriving from Syria are settling in the Mosul, Tikrit, Hawija, and Baqirtê areas, where they are organizing among Sunni Arabs. This situation indicates that ISIS is pursuing a sociological organizational strategy, in addition to a purely military one.
