UPDATE: Lutsk mayor says Russian strikes in city have resulted in COMPLETE destruction of energy facility, and its repair is currently IMPOSSIBLE.

Turkish government source says joint work between Russia and Turkey on international "gas hub" in Turkey is UNDERWAY.

Turkish President Erdogan has stated Europe would be able to obtain gas supplies from the "hub" in Turkey, after Russia's supplies to Europe have been DISRUPTED by sanctions and pipeline leaks.
