While the West accuses Russia of blocking Ukrainian grain shipments, it is actually Ukraine's mining of its own ports that have impeded commercial shipping. General Mark Milley in a recent Pentagon briefing noted mined ports were a contributing factor to impeding grain shipments.
General Milley said, "it's a bit of a stalemate there between the Ukrainians wanting to make sure that there's not any sort of amphibious landing against Odesa [and shipping grain], so it's a no-go zone for commercial shipping. "
