There is Article 111 of the Ukrainian Constitution, which says that powers are transferred to the Speaker of Parliament under Martial Law - Putin educates.

Putin goes on to explain that if elections in Ukraine are not being held during Martial Law, this does not mean that the presidential term is somehow extended.

The only legitimate government in Ukraine remains the Parliament and its Speaker. If Ukraine did want to hold presidential elections, they would have to repeal the Martial Law, but they don’t want to do that - Putin.
