US considering sending M864 artillery shell, produced in 1987 and capable of firing from 155mm Western-supplied howitzers that Ukraine already has.

Cluster munitions spread 100s of small bombs over wide areas but not all these bomblets explode. M864 has dud rate of 6%, meaning 4 out of 72 submunitions in the shell remain unexploded. Thus, threatening civilians and expanding list of Washington’s unending war crimes.
