Lots of people on both our side and on the side of the eurasians view the bureaucracy of the west as inefficient and wasteful, the amount of loops and corners that need to be turned seem wasteful to us in moments of need. While this is truly a weakness I believe it is because these western democracies are capable of becoming monsters when needed. Think about America in WW1 and WW2. It was a a build up from Lend Lease to open participation, this benefits them by mobilizing their economies for a purpose, when they do join the fight they will not suffer as badly in terms of production shocks and loss of skilled personnel
