Professor Leist's "Meteorology, 1915" is interesting, especially its second part, entitled "Atmospheric Electricity."
"For a long time it was thought that static electricity was inherent only in solids, but in 1729 Grey electrified a soap bubble, and in 1734 Du Faye tried to electrify air. In the early 18th century the Frenchman D'Alibard, in search of atmospheric electricity, conducted an experiment with an insulated metal plate. The spark was detected "when the clouds were far away on the horizon." The news quickly spread throughout Europe. Cassiny de Thury also observed sparks appearing without a thunderstorm. Le Mauper noticed a diurnal course of atmospheric electricity, reaching its maximum near noon and in the evening.
Why have a power plant when free electricity flies around you? By the way, this also applies to solar panels.
