The new WHO "treaty" being discussed, would be amendments to the International Health Regulations of 2005.

When you look this up you'll usually see language telling you that it is "legally binding" on the 196 members who are members of the WHO.

Elias has testified they provided legal advise re: Alfa Bank - Trump connection/project, but Fine testified today that she was never informed of anything related to Alfa Bank.
