I watched it again while applying the context of his words to the theory of devolution.
Listen to this clip carefully, as he states that “the Army exists to preserve the Republic” and “the job of the American soldier is not to rebuild foreign nations, but defend and defend strongly our nation against foreign enemies.”
It appears he was sending a message to our military that they would soon be defending our Republic against all enemies, foreign & domestic.

Several Swedes evacuated from Kabul: "Grateful"
An aircraft with 17 Swedes and local employees has been evacuated from Afghanistan, according to information to Swedish Radio Ekot. The plane is said to have landed in Copenhagen and the passengers are now on their way to Sweden.
A reporter at Ekot has spoken to one of the local employees on board:
- He was very happy and grateful that everything went so smoothly after leaving Kabul, she says to the radio.
Danish Foreign Minister Jeppe Kofod announces that the aircraft carried 90 evacuees from Denmark, Iceland and Sweden.
At the same time, Foreign Minister Ann Linde (S) announces that the Swedish Armed Forces' first evacuation aircraft has landed at the airport in Kabul.
"To protect the crew and the staff who work with the evacuation, there are also soldiers from the special forces on board the plane," she writes on Twitter.
"17 Swedes" and "90 evacuees from Denmark, Iceland and Sweden". (17 + 90 = 107)
