US Army Major General Paul E. Vallely - Co-author (with Michael Aquino, founder of the satanist Temple of Set) of the manual "From PSYOP to Mindwar"
In 2004, together with McInerney (who is close to Gen. Flynn) Vallely co-authored the book Endgame: The Blueprint for Victory in the War on Terror.
Vallely’s son died on April 20, 2004 while in his fourth week of Special Forces Qualification Course Special Forces training

Amendments to the Smith-Mundt Act in 1972 and 1998 further clarified the legal obligations of the US government's public diplomacy apparatus and several presidential directives, including Reagan's NSD-77 in 1983, Clinton's PDD-68 in 1999, and Bush's NSPD-16 in July 2002 (the latter two still classified), have set up specific structures and procedures, as well as further legal restrictions.
So if the argument is that Q is a PSYOP (good or bad) it would be illegal under US law either way.
