If you have a read of Hal's RPOW ( reusable proof-of-work ) the idea is that once energy has been used to create an object ( in this case, bitcoin ) then that energy can be reused by transferring it into other forms ( example: XCP/ XCPC )

The first first law of thermodynamics is used to transfer electrical energy into bitcoin.
So using burning to change that object into something else is pretty fundamental to the technology itself.
I don't think there should ever be a "one-off" burning.
