Hal Finney (born May 4, 1956) is a developer for PGP Corporation, and was the second developer hired after Phil Zimmerman. In his early career, he is credited as lead developer on several console games (Adventures of Tron, Armor Ambush, Astroblast, Space Attack).[1] He is a 1979 graduate of the California Institute of Technology, holding a BS in engineering.

If you have a read of Hal's RPOW ( reusable proof-of-work ) the idea is that once energy has been used to create an object ( in this case, bitcoin ) then that energy can be reused by transferring it into other forms ( example: XCP/ XCPC )

The first first law of thermodynamics is used to transfer electrical energy into bitcoin.
So using burning to change that object into something else is pretty fundamental to the technology itself.
I don't think there should ever be a "one-off" burning.

Hal's website is where proof-of-work was first described clearly enough.

If anyone is into the Bitcoin tech ( and counterparty is on top of that tech ) then Hal's website is a much-read

You could effectively remove every single reference in the Bitcoin white-paper and replace it with a link to Hal's website.
It's that important.
