Hal Finney sent the 10 BTC on 2010-11-16 to another address that is still active. There are no connections between '12hig' and Hal Finney's addresses.

If it's not Satoshi, then somebody who started mining one day after Satoshi tested the transaction system the first time.
The following are a series of emails from Satoshi Nakamoto to Hal Finney, written in January 2009 as the two were working on early versions of the bitcoin software. Mr. Finney supplied these emails to The Wall Street Journal in the spring of 2014.

Since these emails were all coming from Nakamoto to Mr. Finney, they are Nakamoto’s responses to Mr. Finney’s emails, the body of which is marked by the > symbol. The exchange begins on Jan. 10, 2009, and ends on Jan. 24, 2009, and comprises the time they were working on versions 0.1.0 through 0.1.3 of the bitcoin software.

Hal wrote about digital cash and traceability in 1994 on the Cypherpunk Mailing List:

…"the political point is that if you can make an untraceable payment, you could be coerced into doing so, for example by being robbed at gunpoint. Contrariwise, if the cash system used by you and your bank is such that all money is inherently traceable, it will be a lot harder to commit robbery, extortion, kidnapping, and all those other horrors which people fear will come with digital cash."
