Doesn’t seem to fit well with The Herta.

At the start of any ally’s turn or action, if no enemy is under “Foretold,” Cipher inflicts it on a random enemy, prioritizing the one with the highest HP. “Foretold” only applies to the most recently inflicted target.
When an enemy with “Foretold” receives DMG from any ally, Cipher enters “Wealth Bond” state, recording ?% of the total DMG taken by that enemy (excluding True DMG). When an ally attacks an enemy with “Foretold,” Cipher deals a Follow-up ATK, dealing Quantum DMG equal to ?% of her ATK. The number of Follow-up ATKs resets after using her Ultimate.
