Turkey purposefully tries to twist the meaning of what the Lausanne treaty says, claiming that exercises or any military presence in such islands are fortifications when it clearly states that naval bases and other fortifications most likely related to an increased number of forces and assets, which Greece is not adding to the island.
Turkey has for years also violated the islands airspace and performed overflights directly over some of its cities and the islands themselves, violating the same article that they claim Greece is violating, such airspace violations happen on a regular basis although direct overflights usually happen with less frequency, usually during celebratory days in Greece such as religious Holidays or national celebratory days, an occurrence that has been going on for several years now without any actions from the EU or UN
