Summit conclusions:

"At the same time, the European Council strongly condemns the violations of the sovereign rights of the Republic of Cyprus and insists that they must stop. The European Council calls on Turkey to refrain from such actions in the future, as they violate international law, and stresses that the delimitation of the continental shelf and the Exclusive Economic Zone must be addressed through dialogue and negotiations in good faith, in full respect of international law. . It calls on Turkey to accept Cyprus' invitation to enter into a dialogue aimed at resolving all maritime disputes between Turkey and Cyprus.

At the same time, the European Council supports the rapid resumption of negotiations on the Cyprus issue, under the auspices of the UN, and remains fully committed to a comprehensive settlement of the Cyprus issue within the UN and in accordance with the relevant Security Council resolutions, including resolutions 550 and 789 of the SA, in compliance with the principles on which the EU is based. Sadly, thanks to Merkel, no sanctions were imposed and she also did not wat any mention of sanctions to be in the text, she made reference to the now scheduled meetings between Greek and Turkish Foreign Ministers after October 5th (which will probably go nowhere thanks to Turkey making absurd demands)

A very interesting point to be made is that Armenia uses the same justification as Turkey regarding the disputed areas. Turkey has occupied Cyprus after launching two full scale invasions in 1974 and failing to capture the whole island despite the fact that to this day they still try to claim the ownership of regions such as Farmagusta which according to international law must not belong to either Cyprus or the occupied territories under Turkish rule, therefore remain empty.
Armenia holds control over a region where their Christian population is a majority and were being persecuted by the Azerbaijani state with their neo-ottoman-like national identity and pride. Turkey's call for the withdraw of Armenian forces and statements that such actions are illegitimate should be prompting Greek government officials and media to call out Turkey on their hypocrisy and maybe even use it as a legal argument during the next time Turkey tries to lay claim over cyprus since both the UN and the EU have been "trying to solve" the issue in Cyprus for so long
Erdogan's party has backed a call by his partner and MIR party leader Devlet Bahceli to close the Constitutional Court for the blocking of the death penalty. “If the Parliament in this matter takes a step towards a new structure in the Constitutional Court, then I will approve it”

Such calls have been made recently after the Turkish parliament has been discussing and trying to bring back the Death Penalty, something that might also be a problem regarding their accession in the EU since the ECHR (European Court of Human Rights) has abolished the Death Penalty and it would put the European system at odds with European laws

Turkey seems to be following the same steps that they took in previous attempts to have "dialogues", they will keep making more and more absurd demands while not accepting any conditions from Greece. Demanding the demilitarization of Greek islands but not demilitarizing Cyprus themselves, demanding delimitation of Greek Airspace while performing overflights above Greek islands and cities which violates the Lausanne treaty (article 13). A treaty that they accuse Greece of violating on a daily basis but have also been violating for decades (as seen here)

The meeting that will take place between the Turkish and Greek Foreign Ministers in Constantinople after October 5th might lead nowhere precisely because at the same time that Turkey demands that negotiations be held without conditions, they impose several conditions, many of which are completely unreasonable such as demanding Greece to reject the Charter of Seville and give up their islands among several other things
