It is not expected that the EU will agree on imposing sanctions on Turkey despite the fact that several countries and MEPs have been calling for sanctions and some even for the end of Turkey accession negotiations to enter the EU. The fact that the meeting will take place before the summit is important because it might lead to some sort of agreement regarding immigration and the sanctions that could be imposed in Belarus and Turkey since Greece has stated before that it would not admit the EU to take one stance against Belarus and another against Turkey.

Germany and Merkel specially are hellbent on brushing sanctions aside and will most likely use the fact that a date for possible negotiations has been set to argue that such sanctions are not necessary even though Turkey has renewed a NAVTEX for drilling operations and seismic research off the coast of Cyprus recently.
