Deputy Prime Minister of the Russian Federation – Chief of Staff of the Government Executive Office Dmitry Grigorenko held a meeting with Chief Digital Transformation Officers in federal executive bodies.
Development programs for 2025 and the planning period 2025-2027 were presented by the Ministry of Civil Defence, Emergencies and Disaster Relief of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, the Ministry of Energy of the Russian Federation, the Federal National Guard Service of the Russian Federation, the Federal Service for Supervision in Education and Science of the Russian Federation, the Federal Archival Agency of the Russian Federation, the Federal Agency for State Reserves of the Russian Federation, the Federal Agency for Fishery of the Russian Federation, the Federal Bailiff Service of the Russian Federation, the Federal Fund for Mandatory Medical Insurance.
Each program includes basic planning parametres with established targets:
• the amount of funding;
• key results, for example, harmonization of information resources by the federal agencies, increasing the speed of processing interagency requests;
• development of professional systems, for example, transition to Russian software and Russian information security tools.
All the eleven programs were approved.

Dmitry Grigorenko: a pilot project to switch to digital receipts for housing and utility services launched in Russia
The Government of the Russian Federation has launched a pilot project for the transition to a fully electronic format for the transmission of payment documents for public utilities. With the consent of the citizen, such documents will not be duplicated on paper.
A pilot project is being carried out in the Moscow region. The relevant decree on the start of the experiment has been signed.
According to the decree, residents of the region will be able to voluntarily refuse to duplicate payment documents for public utilities on paper. They will receive digital payment documents through their personal accounts on the regional Portal of Public Services.

A new “Life Situation” service has been launched on the Portal of Public Services of the Russian Federation to protect citizens from Internet fraudsters. It is designed both for those who have already encountered fraudsters online and for users seeking to improve their digital literacy and protect themselves from interaction with cybercriminals.
The service combines a range of protection measures at once, including all the tools available on the Portal of Public Services of the Russian Federation to counteract fraudsters, including a self-ban on loans, the ability to check one's credit history, issued SIM cards, information about a suspicious call and filing a complaint about a malicious resource. Particular attention is paid to detailed instructions, for example, what to do if a citizen has given a password to fraudsters, and other recommendations that will allow you not to be tricked by malicious schemes.
