In the twenty-first century, digital skills are indispensable for education. However, the COVID-19 pandemic has revealed a critical gap: many educators lack the ability to effectively integrate digital technologies into learning. Addressing this problem requires structured, locally relevant training, and the Government of Nepal, together with UNESCO, has begun to address this challenge.
In Nepal, non-government schools - so-called community learning centres (CLCs) play a major role in the educational process: many children do not attend public school for various reasons.
Plans for the digitalisation of school education were highlighted in the country's Digital Nepal 2019 digital strategy: universal literacy and the introduction of ICT technologies in education were outlined. The ‘life situation’ service has been launched on the Portal of Public Services of the Russian Federation, which helps to obtain support measures for business development. The service makes it possible, on average, to almost halve the time required to receive support measures - from 22 to 12 days.
The peculiarity of the ‘life situation’ services is that the services that people and businesses need in certain circumstances are provided in an integrated manner and are located in one place, on the Portal of Public Services.

Since 2022, document circulation between state and local government bodies has been conducted in digital and paper format. In September 2024, the paper format for letters and about 700 other types of documents was eliminated. However, personnel documentation (orders on appointments, dismissals, business trips, rotations, leave, etc.) was still duplicated on paper, which was time-consuming and resource-intensive.

Last year, federal executive authorities set a historical maximum in cash execution of the budget for IT expenditures. This indicator was 99.7 %.
Dmitry Grigorenko noted that during the new year, in addition to budgetary discipline, federal government agencies will have to strengthen their work on the implementation of departmental digital transformation programmes. To achieve this goal, new indicators have been developed to assess the performance of ministries and agencies in this area.
