International AI Centre in Astana: New Horizons of Technology

On 11 December 2024, the President of Kazakhstan Kassym-Jomart Tokayev visited the Astana Hub innovation ecosystem. The concept of the AlemAI Artificial Intelligence Centre, which will be located in the Nur Alem sphere, was presented to the Head of State.

‘It is important to pay special attention to the development of the sphere of human capital, digitalisation and artificial intelligence. In our time, we cannot do without it. Now all of humanity lives in a digital world. According to experts, the efficiency of artificial intelligence technology will grow every year. Therefore, we have ambitious tasks to make Kazakhstan the largest digital hub in Eurasia. It is necessary to take a new look at the issues of digital development,’ said the President during the presentation of the project.

Zhaslan Madiev, Minister of Digital Development, Innovation and Aerospace Industry of Kazakhstan, noted that the Ministry is currently negotiating the placement of offices in the Hub for companies such as Telegram, TON, Tether, Indrive, Google, etc. to conduct research projects and develop new AI products. To date, the Astana Hub infrastructure hosts offices of major international companies such as Playrix, TikTok, inDrive, EPAM, Glovo, DAMUMED, Presight.ai and others.

The Portal of Public Services mark its 15th anniversary in Russia

Wedding, birth of a child, employment, buying a new flat or retirement - for 15 years now, at the most important moments of life, the Public Services Portal of the Russian Federation has been there to help.

It all started with an information portal, and over time a personal account and the first 20 services appeared. Public services today are 1.6 thousand services and 112 million users. Every day they submit 2 million applications and ask 1.5 million questions to Robot Max.

Public services for 15 years:
- more than 2.3 million marriage applications
- 670,000 children whose births were registered online
- more than 32 million applications for a unified benefits programme

Declaration for an inclusive, innovative and impactful AI for all presented in Riyadh

During the 19th session of the Internet Governance Forum (IGF), held under the auspices of the United Nations, Saudi Arabia presented the ‘Riyadh Declaration’. The initiative aims to promote digital cooperation between governments, the private sector, non-profit organisations and innovators around the world. The Declaration was supported by the Crown Prince and Prime Minister of Saudi Arabia, Mohammed bin Salman bin Abdulaziz Al Saud.

Minister of Communications and Information Technology Abdullah Alswaha emphasised that the declaration focuses on artificial intelligence (AI).

The declaration notes the need to use artificial intelligence technologies to provide access to digital services and increase digital knowledge, as well as to address global challenges and increase global economic prosperity.

Taming the weather: how a digital app enables farmers in Sri Lanka to protect their crops

A pilot Weather Index Insurance (WII) digital app has been launched in the Sri Lankan village of Elleweva to improve farmers' resilience to climate change. The app was developed by the International Water Management Institute and the insurance company SANASA in collaboration with the Sri Lankan Department of Agrarian Development, and is designed to inform farmers about weather conditions, including the negative ones of drought and rainfall.

Ellewewa village is located 73 km from the coast, in the Anuradhapura District in North Central Province of Sri Lanka. The village population is just over 1 700, with residents mainly engaged in paddy and maize cultivation.

There is 2G, 3G and 4G internet connection in the village, with coverage intermittent in some places. However, despite the coverage problems, most residents in the village use mobile phones, most own basic mobile phones and some own smartphones. Prepaid internet packages and online telephony services are available and sold in local shops. Villagers mainly use their phones to access email, social media and to search for information on market prices and weather.

Digital platforms and AI: How Uruguay is creating a new future

Uruguay is one of the leaders of digitalisation in the Latin American region. The country's success in digital transformation is illustrated by a specialised platform involving more than 200 consumer organisations. 300 services are available for users. Approximately 8 million daily transactions are processed on the platform every day, allowing the integration of various public services and accelerating the development of effective digital tools. The platform has a particular impact on the healthcare sector: it provides secure and timely access to patients' medical records.

Uruguay's digital health system is an example of the synergy between technology and medicine. More than 212 million clinical documents have been digitised, 160 million consultations have been carried out and measures to protect personal data have been developed through the platform.

Open source technologies: a new era in the development of public services in Trinidad and Tobago

Trinidad and Tobago has been selected as the first country to open its first Open Source Programme Office (OSPO) as part of the Open Source Ecosystem (OSEE) mediation initiative. The purpose of the office is to support the development of digital public services and keep them accessible to local communities.

The programme, launched earlier this year, is a joint initiative of the United Nations Development Programme (UNDP) and the International Telecommunication Union. As part of its mission to support governments in digital transformation, country project offices are being established to promote open source technologies as a key tool for digital transformation to achieve the Sustainable Development Goals.

The Trinidad and Tobago OSPO will be based at the University of the West Indies St. Augustine Campus and will be responsible for building the capacity of the country's Ministry of Digital Transformation. The office's activities will focus on digital literacy, training in the use of open source technologies.

Pakistan launches digital authentication feature based on facial recognition

In 2025, Pakistan will launch a digital face authentication system using facial recognition, making digital services more accessible to those who, due to health or other reasons, cannot authenticate with a fingerprint.

At the beginning of the new year, the National Database and Registration Authority (NADRA) will launch the function of checking the biometric data of citizens through facial recognition. The innovation will be available in the Pack-ID mobile application and in the registration centres of NADRA. The new feature is expected to be launched on 15 January.

The initiative is expected to reduce the digital divide and eliminate delays in the provision of public services for persons with disabilities, elderly citizens with erased papillary lines and other categories of citizens.

Dmitry Grigorenko: the Government of the Russian Federation is strengthening the digitalisation of legislative activities

The Government of the Russian Federation is implementing a set of measures to introduce digital technologies in legislative drafting activities. This was announced by Deputy Prime Minister of the Russian Federation – Chief of Staff of the Government Executive Office Dmitry Grigorenko at a meeting of the Government Commission on Legislative Drafting Activities.

Deputy Prime Minister stressed that in 2024 the State Duma of the Russian Federation adopted 564 federal laws, of which about 50% (268 bills) were introduced by the Government.

It was also noted at the meeting that the Government sent more than 1.1 thousand official reviews and opinions on the initiatives of deputies, senators and regions, which is 12 % more than last year. The average period of preparation of these documents by federal ministries and departments has been reduced from 39 to 22 days - by 45 %.

Digitalisation in Kazakhstan: challenges and prospects

In Kazakhstan, a government meeting chaired by Prime Minister Olzhas Bektenov and dedicated to the introduction of new digital technologies and artificial intelligence took place. The Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan Zhaslan Madiev reported on the work carried out in this direction.

In the office of digital government the Prime Minister was demonstrated examples of implementation of domestic digital solutions. Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiev presented the projects ‘Social Wallet’, ‘Register of domestic commodity producers’, ‘Online Notary’, platform for systematisation of citizens' requests E-Otinish, etc.

The Head of the Government noted the importance of creating a digital environment to stimulate economic processes. At the moment in Kazakhstan digital technologies are currently implemented and actively used in the areas of industry, ecology, health, education, employment, social and legal support, tax sector and business environment.

Dmitry Grigorenko: We focus on improving the efficiency of public administration in the digital transformation of regions

Deputy Prime Minister of the Russian Federation – Chief of Staff of the Government Executive Office Dmitry Grigorenko held a meeting with regional chief digital transformation officers (CDTO).

The meeting identified priority areas of work to be included in regional digital transformation programmes in connection with the launch of the new national project ‘Data Economy’ from 2025.

‘In the updated digital transformation programmes, we focus on increasing the transparency and efficiency of public administration. Firstly, managerial decisions, including at the level of regions and municipalities, must be made on the basis of data. At the moment, there is enough accumulated information to already apply this approach. Secondly, the priority of regional ‘digitalisation’ should be the use of proven model solutions. This will speed up the implementation process and improve the quality of public services. Among the key tasks is also to improve the level of security of the regions' information systems and resources. We will pay special attention to compliance with information security requirements,’ said Dmitry Grigorenko.

Transforming education in Nepal: UNESCO launches programmes for teachers

In the twenty-first century, digital skills are indispensable for education. However, the COVID-19 pandemic has revealed a critical gap: many educators lack the ability to effectively integrate digital technologies into learning. Addressing this problem requires structured, locally relevant training, and the Government of Nepal, together with UNESCO, has begun to address this challenge.

In Nepal, non-government schools - so-called community learning centres (CLCs) play a major role in the educational process: many children do not attend public school for various reasons.

Plans for the digitalisation of school education were highlighted in the country's Digital Nepal 2019 digital strategy: universal literacy and the introduction of ICT technologies in education were outlined. However, the pandemic demonstrated that only the public sector was relatively up to the task: government schools adapted to the new realities through digital platforms, while educational activities in many CLSs were suspended. This situation highlighted the digital divide and the need for special training for CLCs coordinators of to improve inclusiveness.

Digital Pulse of the Planet: Year in Review from the International Telecommunication Union

With a few days to go until 2024 comes to a close, the International Telecommunication Union (ITU) has analysed the achievements and outcomes of the past year.

Doreen-Bogdan Martin, Secretary-General of the ITU, spoke of the unifying role of digital technologies: “If 2024 has taught me anything, it’s that digital is an irrefutable force for unity — a much-needed catalyst for global cooperation in an increasingly fragmented world. This truth has been on display all year long, sometimes against the odds. And it’s evident in the adoption of the Pact for the Future and Global Digital Compact at the United Nations General Assembly.”

Doreen-Bogdan Martin noted the role of the ITU: “The achievements confirm the key role of the International Telecommunication Union in the world’s constantly shifting digital landscape. As the UN Secretary-General said when he visited our headquarters in Geneva this year, ITU’s “technical expertise and commitment to collaboration are the very qualities our world needs as we navigate a new digital age.””

Business support measures available via the “life situation” service

The ‘life situation’ service has been launched on the Portal of Public Services of the Russian Federation, which helps to obtain support measures for business development. The service makes it possible, on average, to almost halve the time required to receive support measures - from 22 to 12 days.

The peculiarity of the ‘life situation’ services is that the services that people and businesses need in certain circumstances are provided in an integrated manner and are located in one place, on the Portal of Public Services.

A Digital Enterprise Map will be launched in Kazakhstan to identify financial, social and labour risks

In December 2024, the Government of the Republic of Kazakhstan developed the National Infrastructure Plan, which runs until 2029 and includes the development of infrastructure projects in such areas as energy, transport, water supply and digitalisation. The digitalisation track consists of 10 projects and involves the provision of digital support measures in various sectors.

At a government meeting chaired by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov  the Action Plan for the Year of Working Professions, initiated by the Head of State was reviewed. During the meeting, the Minister  of Labor and Social Protection of the Population of the Republic of Kazakhstan Svetlana Zhakupova announced the creation of a digital map of enterprises, allowing to determine the financial, social and labour risks.

Towards Digital Equality: How FAO is Transforming Rural Communities in Zimbabwe

The urban-rural digital divide is a challenge in Zimbabwe: high telecom prices and low incomes make digital services unaffordable for many citizens living in rural areas. To address this problem, the Government of Zimbabwe, in partnership with the Food and Agriculture Organization of the United Nations (FAO), intends to establish digital centres in Bikita and Mhondoro-Ngezi districts under the the Fostering Digital Villages Through Innovative Advisory and Profitable Market Services in Africa (FDiVi) project.

‘The project aims to transform agricultural and food systems in rural areas through digital technologies,’ said Dowsen Sango, coordinator of FAO's Digital Villages initiative in Zimbabwe.

«Make in Vietnam»: first results and perspectives of the programme

Vietnam's ICT industry is undergoing significant change, with companies moving away from outsourcing to creating innovative, high-quality products that impact the global high-tech market.

Vietnam's Ministry of Information and Communications estimates that by the end of 2024, revenue from the country's digital technology industry totalled US$155 billion, bringing more than VND54 trillion (US$2.16 billion) to the national budget. Of this amount, Vietnamese enterprises accounted for about $26.4 billion in revenue.

Dmitry Grigorenko: Heads of Russian regions will be equipped with digital dashboards

The Government of the Russian Federation is launching a pilot project to introduce digital dashboards, the so-called governors' dashboards, into the management of regions. This was discussed at the meeting of Dmitry Grigorenko, Deputy Prime Minister of the Russian Federation – Chief of Staff of the Government Executive Office, with the leadership of the constituent entities of the Russian Federation.

The Governor's Dashboard displays data from all integrated government information systems related to the region's performance, thus improving the quality of management decisions.

Transition to digital personnel records management launched in Kyrgyzstan

The transition to digital personnel records management has started in public administration of the Kyrgyz Republic. Now orders on hiring, dismissal, leave and other personnel documents will be created digitally.

Since 2022, document circulation between state and local government bodies has been conducted in digital and paper format. In September 2024, the paper format for letters and about 700 other types of documents was eliminated. However, personnel documentation (orders on appointments, dismissals, business trips, rotations, leave, etc.) was still duplicated on paper, which was time-consuming and resource-intensive.

The Concept of Digital Development Approved in the Republic of Azerbaijan

In Azerbaijan, the Concept of Digital Development in the Republic of Azerbaijan was approved by Presidential Decree of 16 January 2025.
The concept is aimed at improving public administration, accelerating economic development and improving the quality of life of citizens through the use of digital technologies.

The concept includes solutions that meet the needs of citizens, businesses and the state. In order to improve the well-being of citizens, it is planned to ensure the accessibility and personalisation of public services through the event-based organisation of life, as well as the provision of proactive services. Minimising the role of the human factor will ensure more efficient and convenient services for citizens. It is envisaged to provide business access to ICT resources, develop business processes using digital technologies, improve ICT infrastructure, strengthen business and startup ecosystems, and support the development of innovation and startup ecosystems. In the field of public administration, the goals are to build a digital architecture in the country, develop platforms for digital services and solutions in various areas, digitalise internal management processes through the use of digital technologies, enhance transparency, use resources efficiently and support economic growth.

New law on telecommunications being drafted in Kazakhstan

On 17 January, Astana Hub hosted a strategic session dedicated to the development of a new Law of the Republic of Kazakhstan ‘On Telecommunications’. The law will be an important step in adapting the legal framework to the realities of the digital world and creating an ecosystem that meets the challenges of the time.

The session was organised by the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan and the QazTech Association. Leading experts from the telecommunications industry, representatives of government agencies, businesses and public organisations gathered on one platform. The main objective of the meeting was to identify ways to develop the telecoms sector over the coming decades.

Dmitry Grigorenko: We are changing the approach to assessing the efficiency of public bodies in the IT sector

New indicators for assessing the efficiency of the digital transformation of federal ministries and agencies have been approved. The relevant decisions were taken at a meeting of the subcommittee on key projects for the digital transformation of public administration chaired by Deputy Prime Minister of the Russian Federation – Chief of Staff of the Government Executive Office Dmitry Grigorenko.

Last year, federal executive authorities set a historical maximum in cash execution of the budget for IT expenditures. This indicator was 99.7 %.

Dmitry Grigorenko noted that during the new year, in addition to budgetary discipline, federal government agencies will have to strengthen their work on the implementation of departmental digital transformation programmes. To achieve this goal, new indicators have been developed to assess the performance of ministries and agencies in this area.
