We, the living people of this county — not persons, not fictions, not subjects — do now revoke all presumed consents and revest all rights, authorities, and property held in our name. We reassert our rightful, original status as the beneficiaries and stewards of all public trust assets, including lands, waters, institutions, and offices held or administered under color of law.

He who receives the benefit must bear the burden.
No man may serve two masters.
No agent may profit from the trust while neglecting its duties.

This Framework of Reclamation, duly enacted and witnessed by the People, binds all public officers, fiduciaries, contractors, and agencies to the highest law: the Law of Trust, the Law of Equity, and the Constitutional Limitations therein expressed.
