The new U.S. tactic focuses on the activities of what is called the shadow fleet of tankers that transports sanctioned oil to China, the largest buyer of crude from Venezuela and Iran. A single vessel will often make separate runs on behalf of Iran, Venezuela and Russia, the sources added.

While the Venezuelan government described the U.S. seizure as "an act of international piracy," legal specialists said it did not fall under such a definition under international law.

"Because the capture was endorsed and sanctioned by the U.S., it cannot be considered piracy," said Laurence Atkin-Teillet, a specialist on piracy and the law of the sea at Britain's Nottingham Law School.

Several U.S. Navy EA-18G Growler electronic-attack aircraft were recently spotted at the former Roosevelt Roads naval facility in Ceiba, Puerto Rico.

Growlers are often positioned ahead of offensive air operations.

Their deployment in Puerto Rico suggests the U.S. may be preparing the electronic-warfare conditions needed for potential strikes or combat operations in Venezuela.

The EA-18G is the U.S. military’s primary tactical electronic-warfare aircraft. It can jam enemy radar and communications, conduct electronic surveillance, and suppress air-defense systems.

In practice, Growlers protect and enable other aircraft by degrading hostile sensors and giving U.S. forces greater control of the electromagnetic environment, making them a critical force multiplier for regional operations.
