This is Prince Turki al-Faisal, the son of the former Saudi King (Faisal) who was friends with JFK, and murdered by the same people in 1975.

Turki was the head of Saudi intelligence for 22 years, and resigned right before 9/11. I suspect he caught wind of what was happening and sought to absolve himself of any involvement. He was also the person Crown Prince MBS selected to speak publicly on behalf of The Kingdom after October 7. (It is fair to assume he speaks for the Crown Prince, though he may not be fully read in on whatever Trump and MBS have cooked up.)

Also, note that Prince Turki is wearing a [black/white] Palestinian keffiyeh, not the traditional Saudi version, which is white with red checkered hatching.
