Captagon is a drug that is commonly trafficked by CIA-proxies such as Al Qaeda and ISIS, in order to raise money for their operations.
As somebody who has regularly monitored Arab social media for the past 18 months, I recall seeing patterns of reports that both the Jordanian and Syrian government forces were shooting down drones that were carrying drugs across the desert from the direction of Iraq. The belief being that it was ISIS trying to ship them to distributors in Amman (Jordan), Damascus, Lebanon, and Israel.
