Smotrich considers all non-Orthodox forms of Judaism to be a “fake religion,” and for years has been pursuing the establishment of Torah Law into the Israeli justice system.
This would codify theocracy into Israeli law, empowering rabbis to provide legally-enforced guidance on daily routines to citizens, such as how electricity should be used on the Sabbath (Saturday).
Torah Law could also potentially include a special set of laws for gentiles (non-Jews), called the Seven Laws of Noah from the Bible. This would include outlawing the “worship of idols,” which would presumably mean any non-Jewish religion, including Christianity.
Torah Law would effectively turn Israel into what Saudi Arabia use to be, and what Iran is now accused of being. An authoritarian theocracy.

In 2017, Smotrich published what he called “Israel’s Decisive Plan,” but is now more commonly referred to as “The Smotrich Doctrine.”
In it, Smotrich denounces the Two-State Solution as folly, and states in very direct language that the only path forward is for Israel to dismantle Palestine and either drive out the Arabs through military force, or invite them to stay as non-citizens of the Israeli state. (He does say that they may qualify for citizenship at some point in the future, if they prove their loyalty to the Jewish state.)
