#gram 🤔 Inclusion in the Rosfinmonitoring list of terrorists and extremists: consequences for Pavel Durov:

➥ This is not a court verdict. Individuals can be added to the list even at the stage of suspicion or after charges of terrorism and extremism are filed.

➥ Individuals involved in cases of other crimes may be included in the list if the investigation believes that these crimes were committed on the grounds of political, ideological, racial, national, or religious hatred.

➥ All of Durov's bank accounts, cards, brokerage assets, and other property within Russian jurisdiction must be frozen.

➥ Banks and other financial organizations are obliged to restrict transactions and provide information to Rosfinmonitoring.

➥ Durov will no longer be able to freely withdraw money, make large payments, buy or sell property, or manage assets in Russia.

➥ Only certain transactions are permitted: receiving and spending salary and other permitted income within the established limit, social payments, taxes, fines, and mandatory payments.

➥ Any transfer to Durov's Russian account will be subject to mandatory control.

❗️The transfer itself is not automatically considered financing of terrorism. However, the sender may be checked, and criminal liability is possible if the investigation proves that the money was knowingly transferred to finance terrorist activities.

➥ Restrictions do not automatically apply to foreign accounts and assets. The Russian list itself does not obligate banks in the UAE, France, or other countries to block Durov's assets.

➥ Telegram has not been recognized as a terrorist organization. Using the messenger and purchasing Premium subscriptions are still not prohibited.

➥ There is no automatic ban on leaving Russia due to being included in the list.

➥ However, Durov has already been declared wanted internationally by Russia. Upon returning to Russia or possible detention in another country, restrictions will be determined within the framework of a criminal case.

➥ In essence, this is a complete financial blockade for Durov in Russia. Outside of Russia, the main risks are possible detention, extradition requests, and increased scrutiny from foreign banks.
