The news is published below the text of the new truce agreement agreed by Hamas, on Monday, May 6, 2024.

Basic principles of agreement between the Israeli side and the Palestinian side in Gaza on the exchange of detainees and prisoners between the two sides and the return of sustainable calm

The framework agreement aims to release all Israeli detainees present in the Gaza Strip from civilians and soldiers, whether they are alive or otherwise, and from all periods and times in exchange for the numbers of prisoners in Israeli prisons to be agreed upon, and to return to sustainable calm and to achieve a permanent ceasefire, the withdrawal of Israeli forces from the Gaza Strip, and reconstruction.

The framework agreement consists of 3 interconnected and interrelated phases, which are as follows:

The first stage (42 days):

1- Temporary cessation of mutual military operations between the two parties, and the withdrawal of Israeli forces east and away from densely populated areas to an area along the border in all areas of the Gaza Strip, including the Gaza Valley - (Nezarim Axis and the Kuwait Roundabout) as shown below.

2- Stop flying (reverse and reconnaissance) in the Gaza Strip for ten hours a day, and for 12 hours on the days of the release of detainees and prisoners.

3- The return of the displaced to their areas of residence and the withdrawal from the Gaza Valley (the Nezareem axis and the Kuwait roundabout):

- On the third day (after the release of 3 detainees), the Israeli forces completely withdraw from Al-Rasheed Street east to Salah Al-Din Street, completely dismantle the sites and military facilities in this area, the start of the return of the displaced to their areas of residence (without carrying weapons during their return), the freedom of movement of residents in all areas of the Gaza Strip, and the entry of humanitarian aid from Al-Rasheed Street from the first day and without hinderance.

- On the 22nd day (after the release of half of the neighbourhood detainees, including female recruits), Israeli forces withdraw from the centre of the Gaza Strip (especially the axis of the martyrs Ntsarim, and the Kuwait Roundabout) east of Salah al-Din Road to a nearby area along the border, the complete disintegration of military positions and facilities, the continued return of displaced people to their places of residence in the north of the Gaza Strip, and the freedom of movement of residents in all areas of the Strip.

- Starting from the first day by introducing intensive and sufficient quantities of humanitarian assistance, relief materials and fuel (600 trucks per day, including 50 fuel trucks, including 300 to the north), including the fuel necessary to operate the power station, trade and equipment necessary to remove debris, rehabilitate and operate hospitals, health centres and bakeries in all areas of the Gaza Strip, and continue this at all stages of the agreement.

4- Exchange of detainees and prisoners between the two sides:

During the first phase, Hamas releases 33 Israeli detainees (neighbourhoods or bodies) of women (civilians and female conscripts), children (under the age of 19 who are not soldiers), the elderly (over the age of 50), the sick and wounded civilians, in exchange for numbers of prisoners in Israeli prisons and detentions, according to the following:

- Hamas releases all detained neighbourhood Israeli civilian women and children (under the age of 19 who are not soldiers), and in return Israel releases 30 children and women for every Israeli detainee who are released, based on lists provided by Hamas according to the oldest arrest.

- Hamas releases all Israeli detainees, the elderly (over the age of 50) and the sick and wounded civilians, in return for Israel releases 30 elderly prisoners (over 50 years) and the sick for each Israeli (detainee), based on lists submitted by Hamas according to the oldest arrest.
- Hamas releases all Israeli female soldiers who are alive, and in return Israel releases 50 prisoners from its prisons in exchange for every Israeli female recruiter released (30 life, 20 sentences), based on lists provided by Hamas.

5- Scheduling the exchange of detainees and prisoners between

The two parties are in the first stage:

- Hamas releases 3 Israeli detainees on the third day of the agreement and then Hamas releases 3 more detainees every seven days, starting with women wherever possible (civilians and female soldiers). In the sixth week, Hamas releases all remaining civilian detainees covered by this phase, in return for Israel, releases the agreed number of Palestinian prisoners in Israeli prisons, according to lists to be provided by Hamas.

- By the seventh day (where possible) Hamas will provide information on the numbers of Israeli detainees who will be released at this stage.

- On the 22nd day, the Israeli side releases all Shalit deal prisoners who have been re-arrested.

- In the event that the number of Israeli detainees in the neighbourhoods whose release does not reach 33, the number of bodies of the same categories is completed for this stage, in return, Israel shall release all women and children arrested from the Gaza Strip after October 7, 2023, provided that this is done in the fifth week of this stage.

- The exchange process is linked to the extent of compliance with the terms of the agreement, including the cessation of mutual military operations, the withdrawal of Israeli forces, the return of displaced people and the entry of humanitarian aid.

6. Complete the necessary legal procedures that ensure that Palestinian freed prisoners are not arrested based on the same charges on which they were previously arrested.

7. The keys to the first stage described above do not form the basis for negotiating the keys to the second stage.

8. Lift the measures and penalties taken against prisoners and detainees in Israeli prisons and concentration camps after October 7, 2023, and improve their situation, including those arrested after this date.

9. Not later than the 16th day of the first phase, indirect discussions shall be initiated between the parties regarding the agreement on the details of the second phase of this agreement regarding the keys to the exchange of prisoners and detainees from the parties (soldiers and the remaining men), provided that they are finalised and agreed before the end of the fifth week of this stage.

10. The work of the United Nations and its agencies, including UNRWA and other international organisations, in providing humanitarian services in all areas of the Gaza Strip, and this continues at all stages of the agreement.

11. Initiating the rehabilitation of infrastructure (electricity, water, sanitation, communications and roads) in all areas of the Gaza Strip, and the introduction of equipment for civil Defence, removal of debris and rubble, and continuation of this in all stages of the agreement.

12- Facilitating the introduction of the necessary supplies and requirements to accommodate and shelter displaced people who lost their homes during the war (at least 60,000 temporary housing - caravan - and 200,000 tents).

13. Starting from the first day of this stage, an agreed number (at least 50) of wounded military elements are allowed to travel through the Rafah crossing for medical treatment, increase the number of patients and wounded through the Rafah crossing, the lifting of restrictions on travellers and the return of the movement of goods and trade without restrictions.

14. Start the necessary arrangements and plans for the comprehensive reconstruction of homes, civilian facilities and civil infrastructure destroyed by the war and compensate the affected under the supervision of a number of countries and organisations, including Egypt, Qatar and the United Nations.
15. All measures at this stage, including the temporary cessation of mutual military operations, relief and accommodation, the withdrawal of forces, etc., will continue in the second phase until the declaration of sustainable tranquillity (cessation of military and hostile operations).

The second stage (42 days):

The announcement of the return of sustainable calm (cessation of military and hostile operations) and its entry into force before the start of the exchange of detainees and prisoners between the two parties - all remaining Israeli men alive (civilians and soldiers) - in exchange for an agreed number of prisoners in Israeli prisons and detainees in Israeli concentration camps, and the full withdrawal of Israeli forces outside the Gaza Strip.The third stage (42 days):

1- Exchange the bodies and remains of the bloggers with both sides after reaching them and getting to know them.

2- Starting the implementation of the plan for the reconstruction of the Gaza Strip for a period of 3 to 5 years, including houses, civilian facilities and infrastructure, and compensating all those affected under the supervision of a number of countries and organisations, including Egypt, Tar and the United Nations.

3. Ending the complete blockade of the Gaza Strip.
