The response delivered by Hamas to Qatar and Egypt includes:

🔴Both parties will release detained Israelis including women, children (under 19 years of age who are not conscripted), the elderly, and the sick, in exchange for all Palestinian prisoners in the occupation jails including women, children, the elderly (over 50 years of age), and the sick, who were arrested up until the date of signing this agreement without exception, in addition to 1,500 Palestinian prisoners, with Hamas naming 500 of them who are serving life sentences and high sentences.

🔴Completion of the necessary legal procedures to ensure that the Palestinian and Arab prisoners are not re-arrested for the same charges they were detained for.

🔴The mutual and simultaneous release will be conducted in a manner that ensures the release of all individuals whose names are on the previously agreed-upon lists during this phase, with the exchange of names and lists taking place before implementation.

🔴Improving the conditions of prisoners in the occupation jails and lifting the measures and sanctions that were imposed after 10/7/2023.

🛑Stopping the incursions and aggression by Israeli settlers on the Al-Aqsa Mosque and returning the situation in the Al-Aqsa Mosque to what it was before the year 2002.

🔴Increasing the entry of necessary and sufficient quantities for the needs of the population (no less than 500 trucks) of humanitarian aid, fuel, and similar supplies on a daily basis, as well as ensuring the arrival of appropriate amounts of humanitarian aid to all areas of the strip, especially the northern part of the strip.

🔴The return of displaced persons to their places of residence in all areas of the Gaza Strip, ensuring the freedom of movement of residents and citizens by all means of transportation without obstruction in all areas of the Gaza Strip, especially from the south to the north.

🔴Ensuring the opening of all crossings with the Gaza Strip, the return of trade, and allowing the free movement of individuals and goods without obstacles.

🔴Ensuring that all injured individuals, men, women, and children, can go abroad for treatment without restrictions.

🔴Egypt and Qatar will lead the efforts with all necessary parties to manage and supervise the guarantee and achievement of the following issues:

🔴Providing and introducing sufficient heavy equipment necessary for the removal of rubble and debris.

🔴Supplying civil defense equipment and the requirements of the Ministry of Health.

🔴The process of reconstructing hospitals and bakeries across the entire Strip and introducing what is necessary to establish camps for the residents/tents for housing the population.

🔴Introducing no less than 60,000 temporary homes (caravans/containers) so that every week, from the start of this phase, 15,000 homes enter the Gaza Strip, in addition to 200,000 shelter tents, at a rate of 50,000 tents every week, to shelter those whose homes were destroyed by the occupation during the war.

🔴Beginning the reconstruction and repair of infrastructure in all areas of the Strip, and the rehabilitation of electricity, telecommunications, and water networks.

🔴Approving a plan for the reconstruction of houses, economic facilities, and public utilities that were destroyed due to the aggression, and scheduling the reconstruction process within a period not exceeding 3 years.

🔴The resumption of all humanitarian services provided to the population in all areas of the Strip, by the United Nations and its agencies, especially UNRWA, and all international organizations operating to resume their work in all areas of the Gaza Strip as before 10/7/2023.

The guarantors of the agreement: (Egypt, Qatar, Turkey, Russia, the United Nations).
