Can Submarine cables be tapped?

Submarine cables are laid on the ocean floor to connect different regions of the world, enabling high-speed data transmission between continents. They are owned and operated by telecommunications companies and consortiums, with the primary purpose of facilitating global communication.

The answer is yes. Sub cables can be tapped.

Operation Ivy Bells was a joint United States Navy, Central Intelligence Agency (CIA), and National Security Agency (NSA) mission whose objective was to place wire taps on Soviet underwater communication lines during the Cold War.

As Edward Snowden revealed in an archive he released, the NSA taps the chokepoints with submarines such as the USS Jimmy Carter, which has been called "the Navy's underwater eavesdropper."

β€œZionism is fascism, exactly.” George Habash (Part 1)

George Habash was a Palestinian doctor and the founder of the Popular Front for the Liberation of Palestine (PFLP). Born in Lydda to an Orthodox Christian family during the  British Mandate of Palestine, Habash attended medical school at the  American University of Beirut (AUB) in Lebanon. Habash returned to Lydda in 1948 despite rising violence from Zionists; he and his family were soon displaced from Lydda and eventually moved to Amman in Jordan. Habash joined the 'Urwah al-Wuthqa literary society at AUB, which held discussions on the need for armed revolution, particularly against the Zionists. A year later, Habash met with individuals from Syria and Egypt, with whom he formed Al-Kata'ib, a Pan-Arabist group with the goal of liberating Palestine. Al-Kata'ib developed a paramilitary wing with support of al-Wuthqa, but disintegrated following heightened prosecution, forcing Habash to essentially go underground.

β€œZionism is fascism, exactly.” George Habash (Part 1) George Habash was a Palestinian doctor and the founder of the Popular Front for the Liberation of Palestine (PFLP). Born in Lydda to an Orthodox Christian family during the  British Mandate of Palestine…
Following the end of the Six-Day War and the "Israeli" occupation of Al-Quds, Habash formed the PFLP, which soon abandoned pan-Arab nationalism for Marxist-Leninism. The PFLP was an umbrella of several secular radical organizations, but internal dissent led to these groups becoming independent, two of which exist to this day: the PFLP-GC and the Democratic Front for the Liberation of Palestine (DFLP). With Habash as the head, the PFLP took part in the Palestinian Revolution in Jordan, a war between the Arafat-led PLO and King Hussein - most notably leading the hijacking of four planes leaving Jaffa "Tel Aviv", and takeover of an airport in Jordan.

George Habash's sharp political leadership granted him the nickname of "Al-Hakeem" - meaning "the wise man" - but it also made him a target. Habash survived multiple attempts on his life from the Zionists, including in 1973 when a plane leaving Beirut, which he was not on, was hijacked by "Israelis" who thought he was one of the passengers. He continued on as one of the key leaders of the First Intifada, and as Secretariat-General of the PFLP.

Throughout his life, Habash was a champion of Palestinian liberation over negotiation, stating in 1974: β€œThe Popular Front for the Liberation of Palestine, as a revolutionary organization, struggles for the interest of the oppressed Palestinian masses, for liberation, repatriation and self determination. Given that we are part of the Arab liberation movement and the world revolution, the P.F.L.P. cannot adopt a position except through the recognition of the basic interests of these revolutionary forces.”
George Habash: β€œOur real enemy is not Israel and Zionism only, it is American Imperialism, who is backing Israel because Israel is... a bodyguard for American imperialist interests.”
