The American Reserve Modernization Act of 2026 (ARMA) is now on the table. The bill creates a Strategic Bitcoin Reserve where all BTC deposited by the federal government is locked for a minimum of 20 years. The government cannot sell, swap, auction, or dispose of it for any reason during that period. After the lockup, Treasury can only recommend selling up to 10% every two years.
