A Reuters investigation says exiled members of Bashar al-Assad’s inner circle are coordinating from Moscow, Beirut and the UAE to raise money, fighters and weapons for a new uprising. Former intelligence chief Kamal Hassan and Assad’s cousin Rami Makhlouf are reportedly trying to build militias in the coastal, mainly Alawite regions and tap into hidden weapons depots. Their aim is to recruit up to 50,000 fighters. Assad himself has not been seen since fleeing, but key figures including his brother Maher allegedly refuse to accept the regime’s fall.
