Israel is revoking the operating licenses of 37 international non-governmental organizations (INGOs) working in Gaza and the West Bank, effective January 1, 2026. 

The NGOs include Médecins Sans Frontières (Doctors Without Borders), Oxfam and the Norwegian Refugee Council (NRC).

Israel’s Ministry of Diaspora Affairs stated the organizations failed to comply with stringent new registration rules introduced in March 2025.

Affected groups have 60 days to cease all operations in Gaza and must leave Israel by March 1, 2026, if their offices are located there.

Aid groups warn the move will be “catastrophic.” MSF alone supports 20% of hospital beds and one-third of births in Gaza.

Foreign ministers from 10 countries—including the UK, France, Canada, and Japan—issued a joint statement calling the ban “unacceptable” given the already “catastrophic” conditions.

On December 30, 2025, the Knesset also passed a law to cut all water, electricity, and telecommunications to UNRWA offices in Jerusalem.
