The Topline: In a stunning reversal, President Biden has ordered the construction of a wall along heavily trafficked areas of the southern border.

Biden’s Border Wall
The Biden administration is tapping into an executive power not used since the Trump administration to sidestep several environmental rules and construct portions of the border wall.
 
Context: The project – a reversal of one of Biden’s campaign promises to not build another foot of Trump’s barrier – is underway in Starr County, Texas, where illegal immigrants have flooded across in recent years.
 
Biden’s Department of Homeland Security published a notice in the U.S. Federal Registry this week that there is “an acute and immediate need to construct physical barriers and roads” at the southern border “to prevent unlawful entries into the United States.”
 
The notice refers specifically to Starr County, one of 21 counties in the Rio Grande Valley Sector, which, according to DHS data, has seen 245,000 illegal crossings so far this fiscal year.
 
Once it’s finished, the project should add up to 20 miles of wall adjacent to portions built under President Trump. Funding for the project comes from money allocated by Congress in 2019.
 
Technically…These sorts of projects have to undergo costly environmental reviews before construction begins.
 
However, the DHS notice points to a 1996 immigration law that allows the president to waive regulatory reviews and offers protection from legal challenges in order to rush construction.
 
In total, the Biden administration is waiving 26 federal laws to start construction as soon as possible, including the Endangered Species Act, National Fish and Wildlife Act, and National Environmental Policy Act.
 
The move has angered environmental groups who are typically friendly toward Biden. The Center for Biological Diversity, for instance, issued a statement calling the project “a horrific step backwards for the borderlands.”
 
Remember: President Biden campaigned on a promise to shut down any construction of a border wall.
 
“There will not be another foot of wall constructed under my administration,” he said in 2020. “I'm going to make sure that we have border protection, but it's going to be based on making sure that we use high tech capacity to deal with it,” he added.
 
In response to accusations of hypocrisy, the president claimed this week that “the money was appropriated for the border wall” and “there's nothing even under the law, other than they have to use the money for [the wall]. I can't stop that.”
 
But…When asked if he believes a border wall works in deterring illegal immigration, Biden said “No.”

Healthcare Workers On The Picket Line
Roughly 75,000 Kaiser Permanente healthcare workers across numerous states walked off the job yesterday, in what unions are calling the largest healthcare worker strike in U.S. history.
 
Context: Kaiser Permanente is one of the nation’s largest nonprofit healthcare providers, serving 13 million patients around the country.
 
68,000 workers walked out in California, where Kaiser Permanente is headquartered, while others joined the strike in Oregon, Washington, Colorado, Virginia, and D.C.
 
Most of the workers – which include nursing assistants, radiology, x-ray, and surgical techs, EMTs, home health aides, and other support staff – reportedly plan on striking until Saturday morning.
 
But…Doctors and most registered nurses are not part of the strike.
 
Meanwhile, Kaiser is bringing on thousands of temporary non-union workers to fill in the gaps.
 
Remember: 40% of Kaiser’s total staff, spanning from a coalition of eight different unions, have joined the strike.
 
While the strike is set to last three days, union leaders say if their demands aren't met, they’re prepared to strike again in November for a “longer” duration.
 
The main demand is for higher pay – unions are calling for a nearly 25% pay raise for members, in addition to medical coverage for retirees, and other perks.
 
Kaiser representatives say they already pay their employees higher wages than most other healthcare entities in the nation and cite their comparatively low attrition rate of 7% – about one-third the industry average.
 
At the moment…Negotiations are ongoing. Kaiser has offered raises as high as 16% over four years and says they will hire 10,000 more workers in union roles by the end of 2023 to fill vacanciies.

Nur in den Medien kommt das nicht rüber“, sagte er. Brisant: Als der Mann redete, wollte die Moderatorin ihn „aufgrund der Zeit“ unterbrechen. Danach betonte der Mann, er dürfe doch seine Meinung äußern. Pistorius: „Es gibt darauf keinen Anspruch, sorry! Meinungsfreiheit heißt Meinungsfreiheit, aber nicht der Anspruch, dafür Beifall zu bekommen. Punkt!“

The Topline: Thousands of Israelis have been injured or killed following attacks by Palestinian terrorist group Hamas – in an assault reportedly greenlit and supported by Iran.

Israel declared war after a surprise terror attack by Hamas killed hundreds of Israeli civilians and at least four Americans. Hamas launched the deadly attack on Saturday morning at the start of a Jewish holiday weekend. Reports now suggest that Iran greenlit the terrorist operation
 
On Saturday morning, Palestinian militants invaded over 20 towns and slaughtered everyone – the elderly, families, children – regardless of whether they were armed. Most weren’t. At least 260 dead bodies were found at a music festival near the Gaza border.
 
Horrifying images flooded social media. One photo showed several older people lying in pools of blood at a bus stop. A video showed a Hamas militant leading a bloody woman by her hair into a vehicle. Another video showed Hamas parading a dead woman around in the back of a truck. They had stripped her of her clothes and mutilated her body. Another video showed captive children held in something similar to a dog cage.
 
The Israeli military appears to have been caught completely unprepared; it’s not clear right now how much Israeli or American intelligence knew of the attack ahead of time, but security forces were unable to stem the flood of militants in the early hours of the attack. Now, hundreds of Israelis are dead, thousands more are wounded, and more were taken captive and are being held by Hamas, including women and children.
 
Context: This is the most serious attack on Israel in modern history – on a per capita basis, the loss of life is far greater than what the U.S. experienced on 9/11 – and experts expect this to be a major inflection point in Israeli-Palestinian relations. Israel formally declared war for the first time in 50 years on Sunday and Prime Minister Benjamin Netanyahu told all civilians to flee from Gaza.
 
The Israeli Defense Force’s counterattack has largely focused on clearing out Hamas militants from Israeli territory and dropping bombs on key targets in Gaza. Some of those targets unfortunately are located in densely populated areas. It’s not unusual for Hamas to run its operations from civilian areas to discourage attacks – using “human shields,” and high Palestinian casualties are expected.
 
Meanwhile: Hezbollah, another Islamic terrorist group backed by Iran, is threatening more attacks on Israel from Lebanon. Netanyahu promised that “the enemy will pay an unprecedented price,” so the expectation is this could be a very bloody campaign.
 
The Wall Street Journal is reporting that Iran was behind this attack – and in fact, held a meeting in Beirut last Monday to help plan it. According to that report, multiple officials in both Hamas and Hezbollah – as well as European and Syrian officials – have confirmed that Iran indeed helped coordinate the attack.
 
Many experts have said there’s no way Hamas could have pulled off a sophisticated operation like this without Iran’s help. Hamas fired so many rockets it overwhelmed the Iron Dome missile defense system, and the terror group used a combination of land, air, and sea vehicles to take over towns across southern Israel.
 
Remember: Iran’s Islamic Revolutionary Guard Corps has a close relationship with Hamas – they’ve helped train and supply them, and Tehran has used its extensive terror network to push its own agenda in the Middle East. Notably, Tehran very early came out in support of the Hamas operation – and a Hamas spokesman has said that the operation had help from Iran.
 
This follows the Biden administration unfreezing $6 billion for Iran in exchange for 5 American prisoners last month – a move that was widely criticized at the time and is getting even more blowback now. Biden has since come out and said that he’s offered his “unwavering support” to Netanyahu.
 
President Biden has already promised weapons to Israel, and U.S.
