Congress funded USAID to experiment on Africans and others. Congress voted for the Nunn -Lugar bill n 1991 that bought up old Soviet Bioweapons labs, staffed them with some American researchers , did “gain of function” and vaccine research and production. Trump has repeatedly emphasized that the US is seriously lagging behind Russia in terms of the icebreaker fleet. At the moment, the US Coast Guard has one serviceable icebreaker - the Polar Star.
Russia's Arctic fleet includes 42 icebreakers, including eight nuclear and 34 diesel-electric ones. Trump added that he plans to increase the US icebreaker fleet to at least 55 units.
