As posted earlier in this thread - A unit under the command of USEUCOM (i.e., United States European Command) did in fact conduct an operation to take control of computer servers, but these servers belong to the CIA, not Dominion or Sctyl.

The servers are reportedly a CIA backup from election night from a cray xt5 from 2009 named The Kraken. There is an electoral map circulating now that is said to be what the CIA recorded on election night before the DNC used Hammer and Scorecard to hack the election.
