Actually, I have already published a post how to start learning English language. Check these posts: 1st post ; 2nd post. Also, since practice makes perfect you have to be persistent every single day, at least try learning step-by-step for 15 minutes a day, and then prolonging the time ofc)) Personally, I got the hang of english language in a year and a half, then I started consuming english content A LOT. Trust me, consuming English content is the best way to learn a new language. However, do not forget about Input < Output (You must do sth with the knowledge you have got daily). I hope I helped to newbies🚀🚀
