A 1998 letter from the Minister for Justice John O'Donoghue telling Minister Dermot Ahern that every immigration service in Europe is saying Ireland's welfare system is serving as a magnet for asylum fraud.

On the UK phasing out cash payments to asylum seekers, he remarks:

"80,000 asylum seekers in the UK are affected by the proposed legislation and they will be aware of the different regime we operate...It must also be pointed out in this regard that the increase in the number of persons seeking asylum here in 1996 coincided with the curtailment of welfare benefits to asylum seekers in the UK."

The Dept of Justice subsequently issued a press release introducing the Direct Provision system in 1999, declaring that asylum seekers would be dispersed throughout the country:

"...we have a duty, recognised and implemented internationally, to ensure the State does not become the object of large-scale fraud planned and executed by internationally organised criminal gangs."

The more things change...
