A return to working from home, restrictions on travel between countries and the possibility of limiting the size of "mass gatherings" are all explored at considerable length and visited upon more than once.

The document feels much more like one designed to prepare governments to deal with major unrest related to the cost of living crisis than one about community health concerns.
