Russia has migration rules fitting of a country that cares about its own people, language, and culture.

No one can move there without first learning Russian language, and candidates are tested on it, migrants must be able to prove they are financially sound, they must pass a criminal background check, guess they don't care for rape-ugees, and the must be disease free, plus a bunch of other hurdles that make it almost impossible to relocate there.
