Actually, that is not too weird as xe.com has the Bolivares rate as 0.0274908 which gives a result of $27,490.84 for 1 million Bolivares. My microsoft calculater also gives a similar rate. The problem is no one will exchange at that rate.

That is an excellent point. The rates have to be high enough to encourage exchange.
