政黨必須遠離為中共說項人士
反对仇恨亚裔犯罪關注组(簡稱反仇關注組)早前發表報告,質疑國會議員關慧貞、趙錦榮、莊文浩及Erin O’tool向外國干預公開研訊所提供的證詞,並且為被受質疑的董晗鵬國會議員呼冤。
在簡短記者會𥚃,反仇關注組的發言人白巍被記者詢問:「你哋個組織覺得有無外國干預?」他的答案是斬釘切鐵的:「無。」
對於反仇關注組報告所列舉的反駁,反駁只為中共沒干預的主題立場服務,邏輯理據不通。明眼人一看便知道不可信,根本沒有必要反駁。
就中國干預加拿大選舉及民主制度,反仇關注組的立場跟中國政府的立場一致,就是「無」!
反仇關注組以反駁多位國會議員的證詞支持他們的立場,但其報告卻沒有反駁及質疑加拿大情報局給予政府和公開研訊有關中國干預的相關情報,更沒有提及前中國駐溫哥華總領事佟曉玲指示親共僑領及成功干預選舉後的講話。
跟中國不同,加拿大有言論自由,王立和白巍絕對有自由為中國及社區內的親共人士說項。不過,我們認為王立和白巍應該坦白點,打正旗號來說而不是以不同名義的組織,遮遮掩掩地進行。就正如我們的加拿大華人關注中共侵犯人權小組便是打正旗號在加拿大關注中共干預和滲透。
白巍在記者會上說:「我們不應該被描繪成中國間諜,只因為我有黑頭髮且出生在中國。」
在今天的加拿大,政府、媒體、社會和社區(包括加拿大華人關注中共侵犯人權小組在內)都不會認為所有來自中國大陸的移民是諜。
白巍的話意圖恐嚇中國移民,以種族歧視煽動大陸移民反對政府就中共干預所進行的討論和對策。
一個人是否為中共當間諜或代理人,是基於個人的行為而非基於其出生地或膚色。
根據英文媒體報導,王立和白巍在2021年先後成立反仇關注組及加拿大華裔投票促進會 。
以下是我們注意到他們近年的一些主要活動,有趣和「巧立」的是,他們的立場很多時都跟中共的論述相似。
在2019年,王立和白巍都是極右加拿大人民黨的支持者,王在媒體搖旗吶喊,而白則曾代表人民黨參選。王立曾經撰寫多篇文章反對難民、穆斯林及性少眾社區。
2020年新冠病毒大流行,病毒的起源和中國對疫情的隱瞞令世人關注。疫情亦在社區引發個別的仇視華裔/亞裔事件,種族歧視舉報個案大幅上升。仇視華裔/亞裔的情緒上升令人擔憂,但我們卻同時注意到中共利用種族歧視作為擋箭牌,指批評中國便是批評華人,是種族歧視,給批評中共的人扣帽子。中共同時大肆宣傳在加拿大和美國的種族歧視,包括原住民的種族滅絕和一百年前的人頭稅和排華法。
中共宣傳的目的是,在其國內宣傳警剔中國人民西方國家反華,當地的華人受到歧視傷害。在國外的宣傳則是在離間華人對加拿大的信任和效忠,中共的論述是:祖國是海外華人的最大後盾,並且真正關心華人的福祉。中國亦以原住民的種族滅絕來反擊加國對維吾爾族種族滅絕的關注和批評。
2021年春天,反仇關注組成立,發動華人民眾在社區抗議種族歧視。王立撰寫發表過50多篇關於加拿大華人受到種族歧視的文章。
同年4月,就加拿大華人關注中共違反人權小組批評前卑詩省長賀𧫴委任否認新疆種族滅絕人士為華人社區諮詢顧問,白巍發起簽名請願行動支持余宏榮。
有趣的是,身為時事評論人的王立未曾在其評論文章中批評過中國政府。王立和白巍雖然不斷提出關注加拿大的種族歧視,他們卻從來沒有表達過中共對維吾爾族極端種族歧視和迫害的意見或關注。
2021年聯邦大選之前,王立與白巍成立了加拿大華裔投票促進會,雖然說是無黨派,旨在推動華人投票。但該組織在聯邦大選期間與《高度》合作的選舉報導卻唯獨欠缺採訪保守黨的候選人。英文媒體亦曾報導,該組織的人士和親共社團領袖一起為趙錦榮的自由黨對手在社團助選。
該組織亦向各政黨和候選人發出諮詢問卷,要求候選人就華裔受到歧視、加拿大系統性歧視、促進中加貿易、英文媒體蓄意醜化華裔社區和《國家安全指南》針對華裔和中國的科學家公開表態。
反仇關注組在反駁關慧貞在外國干預研訊所提供的證詞時,把「華人」和「中國人」兩個名詞混為一談來混淆視聽。但他們在2021年選舉的問卷調查當中,「華裔」和「中國的」科學家卻是兩個不同的名詞。此外,他們在撰寫問卷時也是以凸顯中國主權的立場出發,例如採用「中加貿易」而非加拿大先行的「加中貿易」。
2023年4月,正當國民極之關注中國干預的時候,王立發動簽名運動反對設立外國干預登記制度,更獲得參議員胡元豹為她撰寫請願書。
王立的簽名運動獲得多個城市的親共社團領袖支持,並且粉墨為其推廣。他們更聯同親中參議員,租借巴士發動群眾到渥太華請願,以一百年前的排華法來包裝外國干預登記制。王立的請願行動雖然好像聲勢浩大,最終卻只有2450人簽署支持。另一個由反對中共干預加拿大的團體所發動支持設立外國干預登記的請願行動,卻有5215人參與,比反對的多出一倍。
2024年7月,王立與白巍發表報告否認中國干預加拿大選舉及民主制度。
8月6日,王立與白巍舉辦記者會宣傳他們為推動公眾認識卑詩省選而籌辦音樂會,邀請主要政黨及大溫候選人參與,在音樂會裡宣傳其政綱。記者會還特別邀請到參議員胡元豹到場,就關於外國干預的影響及其對華人社區參與選舉相關性議發表演說。
很明顯,王立及白巍只是在重施故技,利用省選來推動他們的議題:即中國沒有干預加拿大的選舉和民主制度,以及推廣所謂討論中國干預會對華人造成傷害(被歧視及質疑其效忠)的那套中共說法。
由於涉及外國干預的法律和行動都屬聯邦權責,卑詩省的各個政黨和候選人們,究竟會否願意被王立及白巍利用來反對聯邦政府就對抗外國干預的討論和工作呢?
此外,我們亦呼籲卑詩省及市政府作出檢討,為何給予仇恨難民、穆斯林和性少眾的極端右翼倡導者,支持否認種族滅絕人士,一直為中共說項否認外國干預和反對政府制定反干預政策,以及涉及政治宣傳的所謂文娛活動。
至於中國政府會否像2021年聯邦大選和2022年的溫哥華市選那樣,由大使、總領事及官媒帶領干預即將來臨的卑詩省選呢?我們必須密切注意。

Political parties must distance themselves from those speaking for the Chinese Communist Party
The Stop Anti-Asian Hate Crimes Advocacy Group (referred to hereafter as the Anti-Asian Hate Group) recently released a report questioning the testimonies provided to the Foreign Interference Inquiry by Members of Parliament Jenny Kwan, Kenny Chiu, Michael Chong, and Erin O’Toole. Their media release also denies allegations of foreign interference in MP Han Dong’s previous election campaigns.
At a brief press conference, spokesperson Ivan Pak was asked by a reporter, "Does your organization believe there is foreign interference?" His answer was a firm: "No."
Regarding the rebuttals listed in the Anti-Asian Hate Group's report, they maintain the position that China is not involved in acts of foreign interference, but the rebuttals are so logically flawed that any discerning person can see that they are not credible, and that there is no need to rebut them at all.
On the issue of Chinese interference in Canadian elections and democratic process, the stance of the Anti-Asian Hate Group aligns with that of the Chinese government, which is "there is none"!
The Anti-Hate Group supports their stance by rebutting the testimonies of several Members of Parliament, but their report fails to challenge or question the intelligence provided to the government by CSIS and the public inquiry regarding Chinese interference. It also does not mention the remarks made by former Chinese Consul General in Vancouver, Tong Xiaoling, who bragged about successfully interfered in the federal election.
Unlike China, Canada has freedom of speech, and Wang and Pak absolutely have the freedom to advocate for China and pro-CCP community figures. However, we believe that Wang and Pak should be more transparent, rather than hiding behind different group names in a covert manner. Just like how our Chinese Canadian Concern Group on the Chinese Communist Party’s Human Rights Violations openly addresses CCP interference and infiltration in Canada.
Pak said at the press conference: "We shouldn’t be painted as Chinese spies, just simply because I have yellow skin, black hair, and that I was born in China.”
In today's Canada, the government, media, society, and the community (including the Chinese Canadian Concern Group on the CCP’s Human Rights Violations) do not consider immigrants from Mainland China to be spies.
Pak’s statements are intended to instill fear of racism among Chinese immigrants. This fear is then used to galvanize their opposition to the Canadian government's investigations into CCP foreign interference.
Whether a person is deemed to be acting as a spy or agent for the CCP is determined by their actions, not by their birthplace or skin color.
According to media reports, Wang and Pak established the Anti-Asian Hate Group and the Chinese Canadians Go to Vote Association in 2021.
Upon analysing their activities in recent years, it is notable that their stances often align closely with CCP narratives.
In 2019, both Wang and Pak were supporters of the far-right People's Party of Canada, with Wang actively promoting the party in the media while Pak ran as a candidate for the party. Wang has written many articles opposing refugees, Muslims, and the LGBTQ+ community.
During the COVID-19 pandemic in 2020, the origins of the virus and China's concealment of the outbreak drew global attention. The pandemic also triggered incidents of anti-Chinese/Asian sentiment in the community, leading to a significant increase in reports of racial discrimination.

While the rise in anti-Chinese/Asian sentiment is concerning, we also noted that the CCP exploited racial discrimination as a shield for criticisms, claiming that criticism of China equates to criticism of Chinese people, labeling critics as racists. The CCP simultaneously promoted narratives of racial discrimination in Canada and the U.S., including the genocide of Indigenous peoples and the Head Tax and Chinese Exclusion Act from a century ago.
The CCP's propaganda aims to inform Chinese nationals in China about anti-China sentiments in Western countries and the discrimination faced by overseas Chinese communities. Internationally, the narrative seeks to erode Chinese people's trust and loyalty to Canada, promoting the idea that their homeland is their greatest support and genuinely cares about their well-being. Additionally, China counters criticism of its treatment of Uyghurs by highlighting the genocide of Indigenous peoples in Canada.
In the spring of 2021, the Anti-Asian Hate Group was established to mobilize the Chinese community against racial discrimination. Wang has written over 50 articles addressing the racial discrimination faced by Chinese Canadians.
In April of the same year, after the Chinese Canadian Concern Group on the CCP’s Human Rights Violations criticized former B.C. Premier John Horgan for appointing an individual who denies the genocide in Xinjiang as his Chinese community advisor, Pak initiated a petition to support Bill Yee.
Interestingly, as a prolific political commentator, Wang has never criticized the Chinese government in any of her articles. Although Wang and Pak continuously raise concerns about racial discrimination in Canada, they have never expressed any opinions or concerns regarding the extreme racial discrimination and persecution of Uyghurs by the CCP.
Before the 2021 federal election, Wang and Pak established the Chinese Canadians Goto Vote Association, which claims to be non-partisan with the sole aim to encourage Chinese Canadian voting.
During the federal election, the group collaborated with media Rise Weekly, but notably did not interview any Conservative Party candidates. English language media also reported that supporters of the group, along with pro-CCP community leaders, campaigned for Kenny Chu’s Liberal opponent within the community.
The group also sent out consultation questionnaires to all political parties and candidates, asking them to publicly address issues such as discrimination against Chinese people, systemic discrimination in Canada, promoting “Sino-Canadian trade”, the “deliberate vilification of the Chinese community by English media”, and the National Security Guidelines for Research Partnership targeting Chinese and Chinese national scientists.
In rebutting Jenny Kwan’s testimony at the foreign interference inquiry, the Anti-Asian Hate Group conflated the terms "ethnic Chinese" and "Chinese nationals" to create confusion. However, in their 2021 election survey, "ethnic Chinese" and scientists who are “Chinese nationals” were treated as two distinct terms. Furthermore, their questionnaire was framed from a perspective that emphasizes China's sovereignty, using the term "Sino-Canadian trade" rather than "Canada-China trade," which reflects the Canadian perspective.
In April 2023, as the public became increasingly concerned about Chinese interference, Wang initiated a petition against the establishment of a foreign interference registry, even receiving support from Senator Yuen Pau Woo, who wrote the petition for her.
