Yes, it is permissible for a man to stay home and lead his family (wife and children) in congregational prayers.
However, according to the majority of scholars, it is highly recommended (sunnatul Muakhada) or obligated for men to attend the congregational prayers in the masjid if they are healthy and live within hearing distance of the adhan (call for prayers).
The latter prioritize, since guidance comes from Allah. Your duty is to guide and inspire, not to force them. May Allah be Glorified always.....
