Job Duties
• Preparing and undertaking analytical work in the urban and local government sectors. Contribute to knowledge sharing, dissemination and awareness raising activities with key clients.
• Contribute to the sector dialogue and providing just-in-time advisory assistance, supporting business development, enabling broad policy and institutional reforms. Ensure coherence and coordinate activities/linkages between the various sectors working on urban programs.
• Support and participate in identifying sector institutional development needs and broader capacity building requirements e.g. organizational and human resource reform, citizen engagement/public participation, and urban planning reform in local governments.
• Undertake analytical activities on urban development and services, contributing substantively to technical assistance activities and economic and sector work, including preparation of major components of reports;
• Developing and deepening engagements in the core areas of the sector and country business, particularly on urban projects and programs and support pipeline development and portfolio management.
• Identify needed improvements in core municipal government management functions; identify additional capabilities required of municipal civil servants to perform those functions;
• Develop and deliver training program in performing core municipal management functions;
• Provide expert advice to MoUDC , region and cities on conducting public outreach, awareness, and participation activities;

Job Requirements
• Assess the urban planning skills of the urban planning staff of MoUDC, Regions and cities.
• Develop and manage an urban and regional planning training strategy in consultation with officials from MoUDC, regions and cities.
• Advise MoUDC, Regions and cities on urban planning policies and strategies that improve economic growth, job creation and contribute to improving municipal services;
• Develop scopes of work for urban and regional training and capacity building;
• Monitor and assess training and technical assistance in urban and regional planning;
• Facilities discussion of National spatial planning, and development regional spatial planning and others and the identification of common interests among municipalities;
• Oversee the urban and regional assessments, studies, or project development opportunities;
• Monitor and assure high quality of data collection, studies, and project feasibility reports;
• Support creation of a network of urban and regional planners in the interest of sustainability of the urban planning services.

• Advice procedures to oversee and direct construction projects from conception to completion
• Develop review systems for the project in-depth to schedule deliverables and estimate costs
• Oversee sample onsite and offsite constructions to monitor compliance with building and safety regulations and develop system of compliance and safety.
• Develop procedure to coordinate and direct construction workers and subcontractors
• Develop to select tools, materials and equipment and track inventory in construction works/projects.
• Develop system to meet contractual conditions of performance
• Create construction projects review & supervision mechanism to monitor the work progress on regular
• Support Federal Housing Cooperation, Construction works supervision Authority, Construction project management institute and Integrated infrastructure service Agency,

• Build the capacity MoUDC for construction works supervision, and construction works standard formulation and its implementation.
• Provide expert advice to define the main skills gaps in the construction sector management in MoUDC according to the market needs.
• Provide expert advice to define and support the joint implementation of market driven skills development training; analysis of the market trends and innovation to boost youth employability in the construction sector.
• Provide expert support to the definition of and joint implementation of technical and managerial skills to improve marketing capacity of enterprises in the construction sector.
• Participate in a team environment to strengthening of linkages between large/small size companies / in the construction sector within the value chain to create additional employment opportunities in the short run.
• Provide technical support in both the definition of the key stakeholders and the establishment of the platforms in the construction sector.
• Provide a long term construction sector related technical perspective in terms of needs, forecast trends to guarantee a constant update of the construction sector’s needs in terms of skills development.
• Assist MoUDC team in identifying a list of risks and mitigation associated measures that need to be taken into account in the construction sector.
Job Requirement
Qualifications
• PHD or MA/MSc and equivalent in fields of Construction Industry Management, Civil Engineering, Structural Engineering or related disciplines.
Specialized Knowledge
• Construction Industry Development Management Services ;
• Procurement and Contract Administration related Services;
• Dispute Resolution & Claim Administration services for construction Projects; and
• Building Maintenance Study Services.
Experience
• At least 20 years of similar experience construction industry.
• This includes a minimum of 10 years management position
