Aim to protect consumers from predatory lending practices by setting limits on the max. interest rates that lenders can charge on loans. Laws vary by state, some stricter regulations than others.

Key Points:

Federal law doesn't set cap on interest rates for credit cards, but the Credit Card Accountability, Responsibility, and Disclosure Act of 2009 (Credit CARD Act) established certain consumer protections.
Nationally chartered banks can charge the highest rate allowed in their home state, as ruled by the Supreme Court, Marquette National Bank v. First of Omaha Service Corp. ('78).
The Depository Institutions Deregulation and Monetary Control Act of 1980 (DIDMCA) further eroded state usury laws by allowing federally insured banks to charge out-of-state customers the highest rate possible in bank’s home state.
Some states have usury laws, others do not. No usury laws in Maine, can charge whatever they want
