Released, Weds, judge Christopher McNeil said enough evidence to recommend hefty fines for Claudia Russ Anderson, David Julian and Paul McLinko.

McNeil recommended that Russ Anderson, the bank's former community bank group risk officer, be fined the $10million. Julian, Wells' former chief auditor, should be fined $7million, the judge said in his recommendation, while McLinko, the bank's former executive audit director, should be fined $1.5million.

McNeil also recommended Russ Anderson and Julian be banned form working in the banking sector, and for McLinko to be given a cease-and-desist order.
