A new chatbot has passed one million users in less than a week, the project behind it says.

ChatGPT was publicly released on Wednesday by OpenAI, an artificial intelligence research firm whose founders included Elon Musk.

But the company warns it can produce problematic answers and exhibit biased behaviour.

To develop the system, an early version was fine-tuned through conversations with human trainers.

The system also learned from access to Twitter data according to a tweet from Elon Musk who is no longer part of OpenAI's board. The Twitter boss wrote that he had paused access "for now".

Between 1957 and 1964 (though possibly beginning as early as 1948), psychiatric experiments were conducted at the Allan Memorial Institute in Montreal — a psychiatric teaching hospital affiliated with McGill University. Scottish-American psychiatrist Dr. Donald Ewen Cameron led and conducted these experiments. The program is widely believed to have been partly funded by the United States Central Intelligence Agency as part of their top-secret MKULTRA program. The Canadian government also funded the project. The experiments’ purpose was originally and officially listed as an effort to find a cure for schizophrenia. However, in reality, the project conducted illegal human experimentation to determine whether drugs and psychological techniques could be used for the purposes of mind control.

🔥3 Wells Fargo Ex-Execs Fined $18.5m: Fake Accounts🔥

Released, Weds, judge Christopher McNeil said enough evidence to recommend hefty fines for Claudia Russ Anderson, David Julian and Paul McLinko.

McNeil recommended that Russ Anderson, the bank's former community bank group risk officer, be fined the $10million. Julian, Wells' former chief auditor, should be fined $7million, the judge said in his recommendation, while McLinko, the bank's former executive audit director, should be fined $1.5million.

McNeil also recommended Russ Anderson and Julian be banned form working in the banking sector, and for McLinko to be given a cease-and-desist order.
